Layer One - Connecticut's Least Restrictive Environment - Out placement to a separate school.

Connecticut's public school system is one of the best in the country. However, is the best for all of Connecticut's students? Specifically, how does Connecticut's public school fare towards those students with disabilities, specifically those disabilities under IDEA? First, let's look at those students with disabilities that are out placed to separate schools. The following chart compares Connecticut's performance to the top public schools, as listed in multiple media sources.

While Connecticut's rate of out-placement to a separate school does not seem material, with only six more students per thousand being outplaced to the next closest state, Connecticut's out-placement rate widens in some IDEA categories. For example, the following chart shows that Connecticut outplaces 56 more students per 1,000 identified with ED than New Jersey, the next closest state. Why?

Connecticut outplaces more students per 1,000 identified with OHI than the other top public school systems. Connecticut outplaces twenty-seven or 68% more students per 1,000 than the closest state, New Jersey.


Unfortunately, the state of Connecticut also outplaces more students identified with Specific Learning disabilities.
